Introduction.
Since its creation, ASPEBE offers training
for the staff of Civil Defense, Ministry of Emergency Situations, elected
members…
On a first time, the trainings were located in France, but it soon became
requested worldwide by international organizations such as: Council of
Europe, Ministry of Foreign Affairs, International Organization for migration.
Taking over all the activities of the Association Assisted International Pedagogical Assistance (API) and Civil Protection Without Frontiers (PCSF), For 20 years, we have carried out training programs, development assistance, relief and support actions humanitarian and post-disaster expertise.
- Become a technical partner with international institutions and organizations in charge of the development and assistance, in order to teach to the civilian population the instinctive feeling of self-protection and safeguarding to meet possible aggressions and accidents resulting from natural and technological disasters, armed conflicts and population influx
- Promote first-aid techniques diffusion in crisis situations with the organization of promoting actions of these techniques.
For this, a general framework of potential activities has been set out specifying the goals that the Association sets for itself.CONFERENCE OF ACTIVITIES The field of activity is structured around the following major themes:

Operational intervention, particularly the response to disasters and major natural hazards,

Assistance or cooperation with other NGOs or organizations and local authorities requesting.

Expertise for the assistance of humanitarian or other programs,

Training of operational actors and crisis management decision-makers,

Consulting and engineering for the assistance of humanitarian or other programs,

Program implementation and related logistics,
The association has a twofold objective:

On the one hand, to take the place of technical partner with the local authorities, national and international institutions and organizations, the development and assistance of the requesting countries, with the aim of protecting the populations and informing the authorities of the surrounding or inherent risks in the crisis situations they face. Preparedness for major crises, intervention and return to post-crisis life are part of these fields of action.

On the other hand, to ensure an operational function in the chain of prompt relief autonomously or reinforcement of already established structures, during events related to the management of crises (natural disasters, technological accidents, crises having attraction to the flows migration or armed conflict)
Exchange of international and technical experience in terms of risk management in the countries where existing facilities are in need of complementary training or in countries with a real lack of organised Civil Defence.
